Popkov studied from 1948 to 1952 at the Moscow Pedagogical School of Graphic art and from 1952 to 1958 at the graphical department of the Moscow Surikov Art Institute under Evegenii Kibrik. His thesis project was a cycle of coloured linocuts titled 'Transport'. In 1957 he married the artist Klara Kalynicheva (1933-1999). Popkav started painting around 1960. He died due to a shooting accident.
