Werboff studied from 1904 to 1914 at the Tashkent Gymnasium. In 1915 he started his art studies at epin's studio in St. Petersburg. From 1918 to 1920 he returned to Tashkent to study at the local Art Scool. In 1920 he went to Moscow where he studied at the Vkhutemas under Kardovskii. In 1924 he emigrated to Paris and in 1933 to New York City. He mainly worked as a portraitist of the high society.
