Vlasov studied 1925-1927 at the Leningrad Vkhutein under A. Savinov and K. Petrov-Vodkin. He started working as an illustrator for Detgiz and also as an illustrator for journals. During the Second World War he worked as a poster designer. After the war he again worked for several publishers as an illustrator and as a free graphic artist.
