Tselmer grew up in the Urals. From 1919 to 1924 he studied at the Perm Technical School under Obolenskii and A. Kaplun. From 1924 to 1930 het studied at the Moscow Vkhutemas under N. Kupreianov, L. Bruni and V. Favorskii. He worked mainly as an illustrator for the great publishing houses in Moscow.
