Shegal studiedfrom 1912 to 1916 at the St. Petersburg Drawing School of the Academy of Art and from 1922 to 1925 at the Moscow Vkhutemas under Aleksandr Shevchenko. He taught at the Moscow Art institute (1937-1941). He is a socialist realist painter of historical scenes, portraits and still-lifes.
