Rakutin studied from 1944 to 1948 at the Odessa Art Institute. In 1956, he graduated from the Moscow Surikov Institute of Art where he had studied bookgraphics under B. Dekhterev.  Next to painting he also illustrated children's books. He lived and worked in Moscow.
