Pann studied 1898-1902 at the Odessa Art College. In 1903 he left for Paris, where he studied under Bouguereau. From 1912 to 1914 he lived in Jeruzalem and from 1914 to 1920 in Paris where he worked as a draftsman cartoonist.  In 1920 he settled in Jerusalem and taught at the graphic faculty of the Bezalel school of of arts and crafts.
