Novikov studied from 1916 to 1917 under Nicholas Roerich at the Petersburg School for the promotion of the Arts. He graduated from the Leningrad Academy of Art where he from 1921 to 1926 had studied under D. Mitrokhin, V. Konashevich and V. Zamirailo. He worked as an illustrator for the Leningrad Detgiz. He died in Moscow during the evacuation from besieged Leningrad.
