Noskoff, son of general and writer A.A. Noskov, emigrated in 1918 to France and in 1924 to Belgium. He studied in Tournay. In 1933 he became severely ill and was treated in Berlin, where he studied at the Academy of Art under Cäsar Klein. After the war he lived in Munich before returning to Belgium where he worked as a designer, illustrator and painter.
