Meshkov studied 1907 and 1908 at his father's (Vasilii Nikitich Meshkov, 1868-1946) school in Moscow and 1909-1916 at the Moscow School of Painting, Sculpture, and Architecture, also under his father. In 1911 he joined the Itinerants (Peredvizhniki). After the revolution he was a realist painter in the landscape genre
