Kaplan started drawing in Rogachev 1918. He studied at Academy of Arts in Petrograd / Leningrad 1921-26. Between 1927 and 1937 he travelled throughout the USSR. In 1937 he got a commission to design the Jewish department of the Leningrad Ethnographical Museum. First lithographs 1937-1940 in the series Kasrilovka. During the war he was, with his family evacuated to the northern Ural. 1944 return to Leningrad. Start of the series Leningrad during the days of the blockade. From 1953 he took up working with the literary works of Sholem Aleichem. From 1967 on he also worked with ceramics. In 1974 he started Rogachev, a series of etchings.
