Moisei Fradkin graduated 1929 from the Kharkov Art Institute were he had studied under I. Padalka and M. Fedorov. He mainly worked as a graphic artist using woodcut and linocut as technique for making illustrations. In 1934 he started teaching at the Kharkov polygraphic institute and in 1949 at the Kharkov Art Fund of the Ukrainian SSR. He lived and worked in Kharkov.
