Born Kaliningrad, 3 March 1968

Bulatov graduated 1992  from the Latvian Aviation University. He is the organizer of various projects dealing with art and high technology. His research activities focus on different aspects of interdisciplinary science-art media. Since 1998 has been Senior curator at the Kaliningrad Branch of the National Centre for Contemporary Art.
