Belzen was the son of a Latvian father and a Swedish mother. He studied 1888-1890 in the St. Petersburg University at the Law Faculty and 1890-94 at the Imperial Academy in St. Petersburg. He became a teacher for drawing at the Petersburg School of Applied Art 1895-1918. In September 1918 he emigrated to his family in Riga and in July 1919 he went to Berlin. In 1937 he left Germany for New York where he died in 1937 sometimes also given as 1938.
