Belyshev studied 1934-1938 at the Moscow Art Collegiz of the OGIZ. In 1938 he was drafted into the army, fought on the fronts of the Finnish and Great Patriotic War, graduated from service in the Far East in 1945. He worked as an artist at the Soyuzmultfilm movie studio and for several Moscow publishing houses of children's books.
