Belukha studied 1912-1913 at the Petersburg Academy under Mate and 1918 under Shukhaev. He worked as an illustrator for various journals between 1911 and 1914 and in the 1920s as a designer for the State Porcelain Factory in Leningrad. During the Siege of Leningrad (1941-1944) he designed also some posters.
