Belkin studied at the school of Bolshakov in Moscow until 1906.
From 1907 to 1909 het studied in Paris. in 1906 he started participated in exhibitions of the Union
of Youth, World of Art and other artists groups. From
1919 to 1921 he worked as a
designer for the Leningrad Porcelain Factory. From
1928 to 1946 he taught at the Institute of
Painting, Sculpture and Architecture in Leningrad.
Belkin worked as a painter of landscapes,
portraits and still lifes.
He illustrated many book for leningrad publishers.
