Born Moscow, 26 September 1953

After graduating from the Leningrad Ioganson Art School, Belkin starte 1970 studying at the Leningrad Repin Institute. He joined the Leningrad group of non-offical artists 'Association of Experimental Fine Arts' and worked for the magazines 'Aurora'and 'Fire'. Belkin lives and works in St. Petersburg.
