Born Saransk, 7 August 1922.

Arzhekaev studied 1949-1954 at the Moscow Art School under N. Lapin. Since 1954 he designed and illustrated books for the Crimean Krymskoe kniznoe izdatelstvo. He lived and worked in Simferopol.
